The bill by Omaha Sen. Bob Krist would require young people to respond truthfully to questions when they’re helping police check whether businesses are selling alcohol to minors. For example, they’d have to say yes if asked if they were working with law enforcement, and give their correct age if questioned. Senator Abbie Cornett of Bellevue, a former police officer and bar manager, said that would effectively gut future compliance checks.
“I will tell you that being able to – if you want to say lie – lie, is how police work is done a lot of the time,” Cornett said.
“You don’t go in to buy narcotics and say ‘I’m a cop.’ You don’t do a sting operation on prostitution wearing a badge. You don’t go in and go…’I’m not 21’ or ‘I work for the police department’ when you’re trying to buy alcohol illegally.”

Track owner gets prison in sex case
An Omaha-area racetrack owner was sentenced Thursday to 8 to 16 years in prison for the attempted sexual assault of an underage prostitute.
Douglas County District Judge Gary Randall sentenced Ed Kosiski, co-owner of I-80 Speedway near Greenwood, Neb., to the term — drawing loud sobs and a “you’ve got to be kidding me” from members of Kosiski’s family.
Under the sentence, Kosiski must serve four years before he is eligible for parole and eight years before release.
Prosecutors described Kosiski as a deviant who repeatedly begged a madam for younger girls and boys. He had sex with an underage girl, prosecutors say, but they agreed to amend the charge in return for his guilty plea.
Kosiski’s attorney, Glenn Shapiro, said his client suffered from post-traumatic stress disorder after, Kosiski says, he was sexually assaulted at a rest stop between Omaha and Sioux City, Iowa.

All of those examples – and more – were given to a Nebraska legislative panel today as lawmakers considered what more Nebraska could be doing to deal with human trafficking.
The first hurdle? Convincing people that indeed, human trafficking happens in Nebraska.
“People believe it’s not going on in the state,” Omaha Police Chief Alex Hayes said. “It does go on in our city. … It is always kind of a constant thing that’s gone on.”
He said judges, prostitutes and others need to be educated about the issue in Nebraska. He said there are pimps who push people into prostitution through abuse, coercion, promises of love or jewels, but they often just get probation and a small fine.
“They’re back out in to society to do it again,” he said.
He said a lot of escort services and massage parlors deal in sex, and suggested the industry be regulated.

… Overall, there has been a rise in human trafficking victims in the United States,” said Joy Panigabutra-Roberts, an assistant professor in the University of Nebraska-Lincoln Libraries. Panigabutra-Roberts works with several other professors for UNL’s annual Human Trafficking Conference.
Panigabutra-Roberts listed locations of recently reported cases: Michigan, Minnesota, Washington, D.C., and Omaha.
“Human trafficking is one of the biggest money-making schemes in the world,” said Al Riskowski, executive director of the Lincoln-based Nebraska Family Council, a Christian organization that counts human trafficking among the issues it works to address. “Sen. McGill, thank you so much for doing this.”
Hayes and several other law enforcement officials described how often human trafficking had appeared in the line of duty. The connection can be difficult to prove because of uncooperative witnesses, they said, but prostitution, escort services and strip clubs often function as channels of exploitation and human trafficking.
