Some previous owners had invested as little money as possible to rent to the largest number of low-rent tenants as possible — to the point of putting sleeping rooms in the boiler room of one building.
A series of renovation efforts failed to materialize. Previous landlords have been fined, even jailed. Neighbors had complained that the buildings were being used by prostitutes and drug dealers.
