All of those examples – and more – were given to a Nebraska legislative panel today as lawmakers considered what more Nebraska could be doing to deal with human trafficking.
The first hurdle? Convincing people that indeed, human trafficking happens in Nebraska.
“People believe it’s not going on in the state,” Omaha Police Chief Alex Hayes said. “It does go on in our city. … It is always kind of a constant thing that’s gone on.”
He said judges, prostitutes and others need to be educated about the issue in Nebraska. He said there are pimps who push people into prostitution through abuse, coercion, promises of love or jewels, but they often just get probation and a small fine.
“They’re back out in to society to do it again,” he said.
He said a lot of escort services and massage parlors deal in sex, and suggested the industry be regulated.

… Overall, there has been a rise in human trafficking victims in the United States,” said Joy Panigabutra-Roberts, an assistant professor in the University of Nebraska-Lincoln Libraries. Panigabutra-Roberts works with several other professors for UNL’s annual Human Trafficking Conference.
Panigabutra-Roberts listed locations of recently reported cases: Michigan, Minnesota, Washington, D.C., and Omaha.
“Human trafficking is one of the biggest money-making schemes in the world,” said Al Riskowski, executive director of the Lincoln-based Nebraska Family Council, a Christian organization that counts human trafficking among the issues it works to address. “Sen. McGill, thank you so much for doing this.”
Hayes and several other law enforcement officials described how often human trafficking had appeared in the line of duty. The connection can be difficult to prove because of uncooperative witnesses, they said, but prostitution, escort services and strip clubs often function as channels of exploitation and human trafficking.

… Omaha Woman Sentenced for Prostitution Ring
United States Attorney Deborah R Gilg announced that Janna Wasko, 39, of Omaha, Nebraska, was sentenced on December 1, 2011 by Chief United States District Judge Joseph F Bataillon, in Omaha, Nebraska to a term of six months in the Bureau of Prisons and six months of home confinement. Ms. Wasko previously pled guilty to conspiracy to commit various prostitution offenses during 1997 to 2009.
Ms. Wasko cooperated with authorities in the prosecution.
She testified at a sentencing hearing in October 2011 regarding one of her co-defendants, Richard Costanzo. Following that hearing, Judge Bataillon found that Mr Costanzo had knowingly caused a minor to engage in prostitution. Mr Costanzo was later sentenced to 96 months in prison.
This case was investigated by the Federal Bureau of Investigation, the Internal Revenue Service, the Omaha Police Department, and the Council Bluffs Police Department.

Probation for woman in escort ring
A woman charged in a prostitution ring based in Carter Lake, Iowa, was sentenced in federal court to five years of probation for her part in the scheme.
Theresa Costanzo, 37, pleaded guilty to conspiracy last week in U.S. District Court in Omaha. As part of a plea agreement, prosecutors dropped six other counts against her.
The prostitution ring was run by Costanzo’s brother as an escort service in Nebraska and Iowa and promoted during the College World Series and other high-profile events.
The indictment alleged that her brother, Richard A. Costanzo, ran the business out of his lakeside home in a gated Carter Lake community.
The business operated for more than 10 years. It was known as Discreet Girls, An Angel by Day Devil by Night, Centerfold Escorts and other names.

Mills to face sexual assault charges in attacks

A Shelby man convicted of two brutal sexual assaults in Omaha – and facing 110 years in a Nebraska prison – will face additional charges in Pottawattamie County.
Pottawattamie County Attorney Matt Wilber said the trial information against Todd A. Mills was filed Monday, charging Mills with four counts of first-degree kidnapping, one count of first-degree sexual abuse and three counts of second-degree sexual abuse.
Mills, 46, was arrested in Omaha in August 2010 after raping two prostitutes at gunpoint. In September, Douglas County District Judge Thomas Otepka sentenced Mills to 110 to 140 years in prison. The sentence means Mills wouldn’t be eligible for parole until he turns 100.
However, investigators believe Mills is tied to a string of sexual assaults that occurred in Council Bluffs between 2008 and 2010.

… We have four other victims who deserve justice on their cases as well,” Pottawattamie County Attorney Matt Wilber said Tuesday.
So while Todd A. Mills is serving what could be a life sentence for his actions in Nebraska, Wilber said, the four Iowa cases must go forward.
Wilber noted that cases can be overturned or thrown out on appeal. “I know nothing about the Nebraska case, but in the future if something happens, I don’t want to have blown the statute of limitations over here,” he said.
Wilber called the attacks that reportedly occurred in rural Council Bluffs “brutal.”
He filed trial information against Mills on Monday, charging him with four counts of first-degree kidnapping, one count of first-degree sexual abuse and three counts of second-degree sexual abuse.
Mills, 46, was arrested in Omaha in August 2010 in the rapes of two prostitutes at gunpoint.

Iowan gets prison in Nebraska prostitution case

An Iowa man has been sentenced to eight years in prison after pleading guilty in a prostitution case in Nebraska.
The U.S. attorney’s office in Omaha says 45-year-old Richard Costanzo, of Carter Lake, Iowa, was sentenced last week after pleaded guilty to several crimes that happened between 1997 and 2009. They stemmed from the operation of an escort service in Omaha.
Costanzo also was sentenced to eight years in prison after pleading guilty to witness tampering in a related case. That sentence is to run at the same time as his sentence for the prostitution and other convictions.

A man who operated a prostitution ring in the Omaha area for more than 10 years was sentenced to eight years in prison.
Richard Costanzo, 45, of Carter Lake ran a two-state prostitution ring known for promoting its services during major Omaha events, such as the College World Series.
The ring operated out of Costanzo’s nearly $300,000 lakeside home in a gated Carter Lake community. As part of his plea, Costanzo forfeited the home and six vehicles.
Costanzo pleaded guilty to conspiracy to commit various prostitution offenses between 1997 and 2009, as well as two counts of money laundering. Costanzo knowingly caused a minor to engage in prostitution, according to information from the U.S. Attorney’s Office.

The prostitution ring operated from about February 1997 until the end of November 2010, federal prosecutors said. The business used several names, including Bare Assets and Bada Bing Girls.
